The Ryan White Care Council conducts a Needs Assessment to gather information to support their Comprehensive Planning. The Needs Assessment is comprised of multiple components including focus groups, epidemiology reports, an analysis of community resources, and an analysis of various funding streams. The various components of the Needs Assessment are updated according to a locally established schedule. The Executive Summary presents a brief overview of each of the components.

The Care Council adopts a multi-year Comprehensive Plan with annual updates. The Plan provides a roadmap for developing a system of care over time. It includes a review of the Needs Assessment data, available resources, service priorities, and issues facing the local community. It also sets long term goals, objectives and strategies for delivering services.
